Yes! It could be a good promotion for my original characters, gallery, stories.
It's an artist's choice. I commission for my personal needs and I don't really care about promotion.
Not important. But I usually ask why an artist doesn't publish my order on DA.
I don't want my ideas and characters were stolen and I always ask NOT to upload my commission on Deviantart.

I guess this is really up to the person having comissioned the work. If he or she doesn't mind having the work up on DA the artist can decide to do so. I imagine some pieces are a bit more private and those who comissioned them would rather keep them to themselves :).
